Punjab Town Improvement (Utilization of Land and Allotment of Plots) Rules, 1983--Allotment of plot--Reserved category of physically handicapped--Reduction in percentage of disability--Disability wrongly advertised to extent of 70% reduced to 40% as per Govt. instructions--Fresh publication made stating that reduction in percentage of disability is made in accordance with Punjab Govt. letter--This was not done to accommodate their own persons--Even otherwise there were so many applicants who applied under reserved category for handicapped persons--No illegality in order allotting plot to defendants nos. 3 & 4. (P.11 & 12)
