S.392--Levy EDC (External Development Charges)--For sanction of additional construction in existing complex of factory--Payment of EDC does not find expressed under any of provisions of Haryana Municipal Corporation Act--Approval of building plan for existing structure was obtained over a period of time on 14.11.1969, 18.12.1982 and 19.10.1192 but EDC was never collected for all such occasions--If increase in FAR on concomitant enhancement to municipal services would justify an imposition of new charges, corporation could obtain same only with reference to specific power granted under the Act--Corporation not entitled to recover EDC.; M/s ABB Limited, Plot No.32, Industrial Area NIT Faridabad v.
